Outlaw 97 is a visually-upgraded remake of the Atari 2600 game "Outlaw". Two players choose their fighters from a Street Fighter-style arrangement, and battle it out in an arena-style fight to the death. There are only three fighters available in the shareware version (eight in the full version): Sgt. Blade (military guy), TEX WACO (a sheriff), and Officer Wilbur (a police officer). It doesn't seem like your choice makes any difference in how the game plays, except the optional fatalities (which I think you only know if you register).
